Due to the delay messages posting to the group, I was able to resolve this by adjusting the SDK version of 28 found here:
https://android.googlesource.com/platform/packages/apps/Messaging/+/refs/tags/android-10.0.0_r5/AndroidManifest.xml down to "24".
