it was a bug in 2.0/2.1 - check this http://code.google.com/p/android/issues/detail?id=5508&can=1&q=emulator%20http-proxy&colspec=ID%20Type%20Status%20Owner%20Summary%20Starsout. should be fixed in 2.2
