It will be for ongoing development. For anyone to fork and edit and add or modify. This is from where froyo will grow.
There is also separate branches of the same branch too. For example, right now, there is eclair, which would be the ongoing development branch. Then there is also eclair-release, eclair-passion-release (Nexus One), eclair-sholes-release (Motorola Droid), and eclair-sholes- release2.
