No, it does not seem to be an issue with LL. I have installed Lucid, and the AVD seems to be working fine. Try deleting that AVD, and make a new one. Maybe play around with the port numbers in Window > Preferences > Android
If it helps, I used the home directory and files from 9.10, and just re-installed /.
