Did you install the JDK? Did you modify your PATH to include not only the JDK bin directory but also the Android SDK tools directory? I'm assuming you've installed the Android ADT into Eclipse. Our new book "Pro Android 2" covers setup of Eclipse for Android development in chapter 2 and goes over all of this stuff to get you up and running.
