This isn't W3C format (or even Microsoft's buggy attempt at that format).
It's almost MICROSOFT-INT or MICROSOFT-NA but with a four digit year. So you
have to copy one of the Microsoft formats from analog's docs/logfmt.html,
but use %Y instead of %y.
PS This is the second person in a week who has called this format W3C. Has
the latest version of IIS got this wrong?
