The last part is a bit misleading: while you do need different DDXes, the same Mesa driver (radeonsi) will work with both the radeon and the amdgpu kernel module for CIK. FWIW, the same is true for SI, although older versions of Mesa might stumble when run on the amdgpu kernel module.
