I am not a Perl developer, so I have a little bit problems to understand 
things. What I would love to reach is that the $score can never be more than a 
fixed value. Let’s say 3.5. So one wishlist feature is to have a parameter that 
specifies a max_bad_ip_score, but in the meantime, I would like to hard-code 
this to get things back to work.

I am by no means a perl devloper either, but the simplest way to do that way of hard coding so far seems to me to add a new line after 13871, that goes like this:

if ($score >= 3.5)
    $score = 3.5;

You get the idea.
