which is passed on to SpamAssassin by amavisd as:
site_rules_filename => $sa_siteconfigpath,
The .cf files should not be read before all .pre files
are brought in.
Makes sense -- This is one of the things that got added as a feature to
2.7.0 that was missing from 2.6.x.
