I am afraid that is not possible. And even if there were different local collections, this would not change the sorting in the Collection Browser, as the sorting extends to all listed collections. It would be quite a hassle and probably quite some additional code complexity to have different sorting for different collections. But you can very easily change the display with the Wrench-button top right of the Collection Browser. As for the searching: it is quite easy to search by either Artist or Composer, that is independent of the sorting order, as you enter the search term in the search field anyway.
