Not really, the version on melange is the primary and definite one.
What I did last and this year is to resort to prepare the proposal in HTML
(hand written, with no <html>, <head> etc, starting just with <p>, <h2> or
similar) and then paste that HTML into "edit html" dialog on melange. I
maintain it in git for backup purposes.
I think this is the way you can fix your formatting - by copying the HTML from
melange, fixing it locally (you can check it in the browser) and reuploading.
If you don't manage to do it, plain-text proposal isn't a major disadvantage.
