That is because hw:0 and hw:1 are physically separate devices.  Your SB
and Tascam cards are physically separate devices.

AKAIK JACK cannot do this unless you satisfy the following;

1) the cards are running in sample sync
2) you perform asoundrc magic to make the cards appear as a single one
(IIRC ttable).

Even like this, YMMV.  It is entirely possible that the two cards may
prefer running with different buffers/periods and may be mutually
exclusive under JACK.
