The text:start-value attribute of the text:notes-configuration element is set 
to one less than what the user 
has entered in Tools->Footnotes/endnotes. The default is 0. Despite this 
footnote numbering in the text 
starts at 1. Moreover, both the start-values 0 and 1, as entered by the user, 
lead to the value 0 for the 
text:start-value attribute. Open the attached document in KOffice to see the 
difference.
