I am not sure about the "unused and not implemented" part:

(note I misspelled the name, it is EventListener, not ScriptListener)
I darkly remember Noel implemented this for getting some MSO-compatible events,
e.g. automatically calling something a possibly present "SomeButton_Click" macro
when a button named "SomeButton" is clicked. At least I remember having seen
this feature working, and I *suppose* it is the ScriptEventListenerWrapper which
connected to it.
I still need to find this feature (resp. the issue for it), and see if it still
works. If not, it would be a regression in our MSO interop.
