In OS where there user can choose components of OpenOffice to install (e.g. 
Windows, Ubuntu Linux) if user doesn't install "Base" and after running 
"Writer" try to select "Bibliography database" under "Tools" menu an 
unexpecteed error occurs resulting in crashing of "Writer" (after that crash an 
procedure of document recovery is initiate).

This bug is reproduced at any rate from 2006 year in OpenOffice.org 2.0.1 
(link: http://ubuntuforums.org/showthread.php?t=131625) to present time.

The problem is solved by "Base" component installation, but usual user can be 
confused and begin to believe that ""Bibliography database" doesn't work at all.
There mustn't be crushes under described above conditions instead it is quite 
well if there will be to check of "Base" component is installation and if it 
take place to notify user about it (with recommendation of it's installation to 
be able to use "Bibliography database").


Steps to reproduce:
1. Install OpenOffice without Base (e.g. in Windows XP, Windows 7, Ubuntu)
2. Open Writer
3. Select "Tools" => "Bibliography Database"
4. Writer is crashed
