Looking at both Rule 2160 ("Deputisation") and Rule 2472 ("Office Incompatibilities"), it appears (to me) that a Player CAN (temporarily or not) deputise for an office that is incompatible with one that e already holds. Since Rule 2160 is of higher Power than the Rule 2472, a (non-temporary) deputy would be installed into the office, becoming Overpowered (e would likely be removed quickly, obviously). A temporary deputy would still be able to perform actions of an Office e otherwise could not hold.

I think an argument that requirement 2 of Rule 2160 stops it ("it would be POSSIBLE for the deputy to perform the action, other than by deputisation, if e held the office;") would not work, as the likely interpretation is "minimal hypothetical change to the gamestate to install deputy into the office", which would simply be installing em into the office, which Rule 2472 cannot prevent. The other requirements trivially do not help.

I think this is unlikely to be considered a severe vulnerability, but it appears to be a vulnerability to me.
