This is a proposal for a fairly simple mechanism for spending points,
and an initial way to spend them in a separate proposal. Obviously
there are loads more actions which could be charged for, not least
extra votes, but I think it's better to start with one thing and then
add complexity bit by bit. (At the moment I don't have any good ideas
for extra votes so I'll let someone else propose that.)

I submit the following proposals:

{{ Spending Points (AI 2)

Enact a new Power 2 Rule entitled "Spending Points":

      Where the Rules state that a player CAN perform an action 'as a
      Spending Action', this means that the player CAN perform this
      action by destroying a number of Points in eir possession equal
      to the cost of that action, provided they have enough Points. If
      a player CAN perform an action by spending 0 points, e CAN
      perform it by announcement.

      Each spending action has a base cost, which is a non-negative
      integer defaulting to five. The base cost of each spending
      action is tracked by the Scorekeepor, and players CAN change it
      without two objections. The cost of a spending action is
      generally its base cost, subject to modification by other Rules.

If there is no Rule entitled "Spending Points", then the rest of this
proposal has no effect.

Amend Rule 1607 (The Promotor) by replacing the second paragraph with:

      Priority is an undistributed proposal switch with values of the
      integers (default zero), tracked by the Promotor. A player CAN,
      as a Spending Action, increase or decrease the Priority of a
      specified proposal by one.

      The Legislative Volume is 5 when the Speed is Slow, 10 when it
      is Normal and 20 when it is Fast.

     The Promotor CAN distribute a proposal which is in the Proposal
     Pool at any time.  In a given Agoran week, the Promotor SHALL,
     as part of eir weekly duties, out of all of the proposals which
     were in the pool at the beginning of the week, distribute the X
     proposals with the greatest Priority, breaking ties in favour of
     those proposals which were submitted first, where X is the
     minimum of the Legislative Volume and the number of such
     proposals. The Promotor SHALL NOT distribute any other
     proposals.

Set the Base Cost of changing a proposal's Priority to 3.
