Is it something like setting a focus factor lower than 100%?

Focus factor is explained in "Scrum and XP from the trenches".
Basically, if a story point corresponds to roughly on man-day, than
the sum of story points should be 70% (for example) of the total
available man-days. Using this rule your not fully booked and have
time for interrupts, meetings, unplanned tasks, and so on.

"Contingent" is actually an ordinary English. Used as a noun it can be
a group of representatives or a military unit. If the meaning is
related to uncertainty then "contingent" is an adjective. You could
for example say: Contingent Sprint tasks. Or even better; use a
simpler vocabulary. Maybe not so elegant, but much easier to use for
an international audience.
