Cathinones. An artificial stimulant.
There was/is a loophole in some areas that it's not illegal to sell a
product just because it can be misused. So if you sell aerosol cans and
somebody is inhaling the propellant to catch a buzz then the seller and
producer are not liable for the idiot's behavior. Glade and Krylon are
not drug dealers.
So some people cook up cathinones and label the item as "bath salts" or
similar and then sell it in their head shop. Not their fault if someone
smokes it, right? I have no idea whether the item can actually dissolve
in a bath and perform some sort of function as an actual bath salt. I
would think that would be a pre-requisite for the loophole to function.

If I am going to use bath salts, they are called Epsom and they are
dissolved in hot water...
Not really clear what they mean by bath salts.
