The setting BEFORE the update was "remote then local" the setting did
not change due to the update. Only the behavior when this is set
changed. On 14.x and 13.x our SM's were set "remote then local" and you
can log in via the management IP without any delay. This setting on the
15.1 software produces a ~ 60 second delay.
