Yeah   that,   for them to work right you need to bleed off some and I am sure 
some people don't dump that into their yard or drain

I don't think there are enough evap coolers in the entire state of Nevada to 
significantly raise the humidity.

More likely, it is the sources of standing water where little (and I mean 
little) bits of water are shielded from the heat in out of the way places 
(gardens, alleys, etc.).
