No CMS. Just html/css. I really really really want the website to be *FAST* loading - this accounts for old shitty devices and shitty internet (which is why people are looking for good internet in the first place).
Once it's written I generally just do it myself in vim. I haven't used Dreamweaver or anything since high school. I do like to make a few small line changes using Chrome's developer tools like the hackers do so I can see the page update live. https://inxfiber.com Something someone recommended to me to help with instant customer feedback is Microsoft Clarity. Completely free. It will show you what user's saw, their resolution, where their mouse pointer went, what they clicked, what they did, etc. so you can see if people are clicking on something that isn't clickable but they expect it to be or see what people are using your website for all the time (I was surprised to see 90% of our hits are to click on the online bill pay button).
