This particular template is designed for fixed providers that are not engaging in extensive network management techniques or specific application/service blocking or throttling, and that do not offer their own VoIP or video services. As has been discussed, it is unfortunate but imperative that all Internet service providers, including all fixed wireless providers, be in a position to have a completed disclosure statement on their website for customer review on or before the November 20, 2011 deadline. To accommodate this, the template uses self-directed "place-holders" to help providers focus on areas that may require specific tailoring.
