reservation in promotion to be submitted to the government of India.

mentioned IDs at the earliest by making necessary changes like your name place 
etc.
This is urgent as the cabinet committee is meeting for considering issues of 
reservation in promotion to SC and ST, and we may begin our battle for similar 
reservation in promotion to us.

   Respected Madam / Sir

            Sub  : Reservation in promotion for Persons with Disabilities

We understand that the cabinet is going to meet on 21.8.12, to discuss on the 
issue of reservation in promotion for SC/ST. In this connection we would like 
to bring to your kind attention the long pending issue of extending reservation 
in promotion to Persons With disabilities. Though  the Persons With 
Disabilities Act 1995, upholds equal opportunities and full participation for 
persons with disabilities and the section 47(2) of the Act specifically speaks 
non discrimination in promotion for Physically Challenged persons, in real life 
it is not happening.
Though specified categories of persons with disabilities do get appointment 
sometimes under 3% reservation in recruitment under section 33 of the above 
cited enactment,  most of the times, their carrier  path ends there itself. Few 
of them are ever elevated to little higher level. An unwritten discrimination 
is followed by all the establishments. This is strongly proved by the following 
table.

To prevent this kind of discrimination and ensure the implementation of the Act 
in true spirit reservation in promotion to the socially as well as economically 
and physically disadvantaged category - persons with Disability is a must.

So , we request you while considering a bill for reservation in promotion to 
SC/ST category, the reservation in promotion to persons with Disabilities also 
may be included.

The draft legislation to replace the existing persons with disabilities act 
does contain such a provision for reservation in promotion. We also request you 
to stick to that provision and not to dilute it in any manner.
