Hello Satguru I think they only make provision for scribe, that too of their choice only and do not give exemption or proportionate marks or alternative questions to vi candidates. It is done by bodies like Staff selection commission and UGC. UGC also seems to have discontinued the practice and expects that scribes provided by it are capable of explaining things like vain diagrams to examinee and illicit correct answer. However, I will search UPSC judgment of apex or any other court and let you know. Surely, the question merits judicial intervention and we may approach CCPD to begin with. I, however, did clear state services even by omitting such questions altogether, but one has the equitable right to reasonable accommodation for inability beyond one's control.
