Any comments/guidance about the matter?

Hello Satguru

I think they only make provision for scribe, that too of their choice only and 
do not give exemption or proportionate marks or alternative questions to vi 
candidates. It is done by bodies like Staff selection commission and UGC. UGC 
also seems to have discontinued the practice and expects that scribes provided 
by it are capable of explaining things like vain diagrams to examinee and 
illicit correct answer.

However, I will search UPSC judgment of apex or any other court and let you 
know.

Surely, the question merits judicial intervention and we may approach CCPD to 
begin with.

I, however, did clear state services even by omitting such questions 
altogether, but one has the equitable right to reasonable accommodation for 
inability beyond one's control.

Hi sir, greetings from eyeway.
I was reffered to you by Pranay sir to seek information about UPSC's exams
we would be glad if you could provide us some information regarding this issue. 
One of our caller, has a query that UPSC does not give alternative
questions or exempt the picture & graphical questions for the VI candidates in 
its exams, How to redress this issue? he says even the guidelines that are
provided do not contain any instructions regarding exemption or provision of 
alternate questions for pictures and graphical questions.
we also tried to search in their instructions given for exam @
