NEW DELHI, October 7, 2025 – The Visually Impaired Bank Employees Welfare
Association (VIBEWA)-the first of its kind registered association striving for the empowerment of blind and low vision bank employees across India-successfully concluded a critical series of meetings with top officials from the Ministry of
Social Justice and Empowerment (MSJE), the Department of Personnel and
Training (DOPT) and the Ministry of Finance on October 6th and 7th, 2025.
During these intensive sessions, VIBEWA leaders formally submitted their
comprehensive report based on an online nationwide survey titled: "Survey report on The working conditions of the Visually Impaired in Indian Public Sector Banks and Regional Rural Banks: Review of Implementation of Government Guidelines
and Way Ahead (VIBEWA 2025).
Key Demands and Next Steps
VIBEWA presented the report’s findings, which highlight significant noncompliance and systemic barriers faced by visually impaired employees in Public
Sector Banks (PSBs) and Regional Rural Banks (RRBs). The association
strenuously pressed for the immediate implementation of all suggestions outlined
in the document, focusing on the following core areas:

(DFS), Ministry of Finance.
• Setting up the periodic review mechanism to track the actual implementation
of the circulars providing facilities to the government employees with
disabilities.
• Equal Opportunity in Promotion: VIBEWA demanded the strict enforcement
of the 1% reservation in promotions for Persons with Disabilities (PwD) and
the removal of discriminatory clauses like mandatory 'operational posting'
that block career progression for visually impaired staff.
• Exemption to the blind employees from the periodic rotational/routine
transfers.
• Mandatory Accessibility: The association insisted that the ministries direct
banks to achieve 100% digital and physical accessibility across all core
banking software, internal portals, and workplace infrastructure (including
accessible toilets, ramps, and signage).
• Assistive Technology and Support: Emphasis was placed on ensuring the
consistent provision and maintenance of licensed assistive technologies (like
screen readers and magnifiers) and institutionalizing essential human
assistance/escort support for official duties and tours.
• Revision of Special Conveyance Allowance: VIBEWA called for an urgent
review and revision of the Special Conveyance Allowance to make it
realistic and commensurate with the actual costs faced by visually impaired
employees.
Statement from VIBEWA Leadership
Following the meetings, a VIBEWA spokesperson stated, "We have engaged in
constructive dialogue and presented irrefutable evidence of the challenges. The onus is now on the ministries to take decisive action. This is not about seeking new rights; it is about enforcing existing laws and ensuring equality and dignity for visually impaired employees. We expect the Ministries to issue clear, time-bound directives to all public sector banks to implement the report's recommendations
without delay and set up a robust periodic review mechanism."
VIBEWA will now monitor the follow-up actions of the respective ministries and remains prepared to escalate its advocacy efforts until every visually impaired bank
employee is guaranteed a fully compliant and accessible workplace.
