The *Ministry of Information and Broadcasting (MIB)*, entrusted the *National
Institute for the Empowerment of Persons with Visual Disabilities working
under Department of Empowerment of Persons with Disabilities (DEPwD)* and
*SaralX* to conduct a *Technology and Cost Feasibility Study* for making
feature films accessible to persons with visual and hearing impairments.
As part of this study, we are seeking inputs from experts, researchers,
technology providers, startups, and stakeholders working in the
accessibility domain. Specifically, we request your suggestions/solutions
for the following questions:
1.
*Audio Description (AD):*
- What are the best technical solutions available (domestically and
internationally) to generate audio descriptions for films?
- What are the available tools or methods to assess the *quality* of
audio descriptions?
2.
*Captions/Subtitles:*
- What technical solutions are available to generate captions/subtitles
in Indian languages for films?
3.
*Indian Sign Language (ISL):*
- What technical solutions exist to generate ISL interpretation for
movies in various Indian languages?
- What are the available tools or methodologies to assess the
*quality* of ISL interpretation?
4.
*Costing:*
- What is the estimated cost for different technological solutions (both
domestic and international) in each of the above areas?
