U’khand becomes first state to set up disabled peoples’ commission

DEHRADUN: Uttarakhand is set to become the first state in the country to 
constitute a disabled peoples' commission that will address complaints and look
into the rights of such individuals.

The nine-member state cabinet meeting chaired by chief minister Harish Rawat on 
Monday gave its nod to the setting up of the commission. Rawat presented
the proposal in the cabinet meeting after he met a delegation of disabled 
persons earlier in the day. Over 30,000 disabled individuals had launched a 
Divyaang
Kranti Aandolan in the state capital on Sunday, demanding that a state-level 
commission be set up to look into their rights.

"This will be the first such commission for disabled persons and will bring 
them into the mainstream of society," said Rawat.

Chief secretary Shatrughana Singh added that 50% of the members of the 
commission will be selected from among the disabled. The cabinet's nod to the 
proposal
has been welcomed by the disabled people, who will not have to run pillar to 
post with their grievances as they would be able to file complaints directly
with the commission. Sonia Arora, wife of Sandeep Arora who organised the 
Divyaang Kranti Aandolan, said, "We are extremely happy that the constitution
of the commission has been approved. Tomorrow, we will thank the chief minister 
on behalf of the disabled persons of Uttarakhand.

Talking to TOI, noted disability activist Dr Satendra Kumar, said, "It is a 
welcome move and the setting up of the commission will be effective if it is
headed by a disabled person and at least 50% positions are kept for those who 
are disabled. Other states should also take a cue from the initiative so
that disabled persons can be brought into the mainstream."
